New tobacco prices spark debate on consumption and cessation
Since the beginning of 2025, Morocco has seen a further increase in cigarette prices, as a direct consequence of adjustments to the domestic consumption tax(TIC) on tobacco products. The aim of this measure is to bring national tariffsinto line with regional standards, while supporting public health objectives.
These tariff revisions concern almost all brands available on the market, from top-of-the-range brands such as Marlboro to the mid-range segment represented by Gauloises and Marquise.

💡 Indicative conversion rate: 1 euro ≈ 10.9 dirhams (average rate for autumn 2025).
This table is based on the circulars issued by the Administration des Douanes et Impôts Indirects (ADII) andH24Info publications. It reflects the official rates in force in all Moroccan cities (Casablanca, Marrakech, Essaouira, Ouarzazate, Rabat, Tangier, etc.).
Measured but steady increases
The increase remains moderate, fluctuating between +0.5 and +2 dirhams depending on the brand and range. Marlboro and Camel packs retain their premium status, while Gauloises, Marquise and Chesterfield dominate sales in the medium segment.
Tobacco prices in Morocco remain lower than in France, where a pack costs an average of 13 euros. This makes the country an attractive destination for some travelers in search of less expensive products, particularly in free zones or airports.
ICT as a tax and health lever
The TIC (domestic consumption tax) remains the main driver of this increase. Each unit of tobaccosold contributesto increasing public revenues, while supporting prevention policies.
For 1,000 cigarettes, the minimum TIC will soon reach 953 MAD – an average cost that is clearly up on 2024.
This policy has a dual objective: to reduce tobacco consumption and to limit mass purchases outside the regulated framework.
The authorities point out that these measures are part of an overall strategy to protect public health, regulate the market and combat smuggling, a major competitor to official sales networks.
Effects on consumption and purchasing power
For a smoker consuming a pack a day, the average increase of 1 MAD per pack represents an additional 360 MAD per year.
In Marrakech or Essaouira, tourists notice slight differences in prices between urban and coastal areas, particularly in licensed kiosks. In the major cities, distributors maintain standard offers, while free stores near airports apply the most competitive rates.
The average budget spent on tobacco is becoming a true indicator of the cost of living in Morocco, where everyday prices (fuel, food, shoes) are also trending upwards.
International comparisons and tourist appeal
Tobacco prices remain very competitive compared with Europe. A
Moroccan destinations such as Marrakech, Essaouira and Ouarzazate remain popular, but the authorities warn against the illegal import of tobacco products, pointing out that the local currency, the dirham, regulates domestic transactions.
