When a French person buys a pack of red or other cigarettes, many ask themselves: where does the money go? Who wins what <\/strong> ? Is it the manufacturer, the tobacconist or the State? And how much does each of them actually pay – in euros, in centimes? This article details the breakdown of the price of a pack of cigarettes in France<\/strong>, based on reliable public data and analyses. <\/p>\n\n

<\/div>\n\n

Package price: a starting point<\/h3>\n\n

In France, a pack of cigarettes<\/strong> (often a “red” pack, a well-known brand such as Marlboro or others) typically sells for between 6.50 and 11 euros<\/strong>, depending on the brand, inflation, taxation and regular tax increases.But of this final price, only a small part goes to the manufacturer, another to the tobacconist, while the bulk is made up of taxes and fiscal contributions<\/strong>.<\/p>\n\n

According to a study reported by Europe 1, on a pack sold for around \u20ac7, 80.05% of the price goes to the State<\/strong>. This means that the State collects around \u20ac5.60<\/strong> on this \u20ac7 packet. As for the tobacconist<\/g>, he receives only 60 centimes<\/g>, or 8.54%<\/g> of the final price. The rest (around \u20ac0.80) goes to the tobacco manufacturer<\/strong>. <\/p>\n\n

These figures are indicative, but fairly representative of the tax authorities’ report<\/strong> on cigarettes in France<\/strong>.<\/p>\n\n

<\/div>\n\n

Industrial part: manufacture, transport, market<\/h3>\n\n

The cigarette manufacturer (Philip Morris, Imperial Brands, British American Tobacco, etc.) takes care of :<\/p>\n\n

  • manufacturing<\/strong> (tobacco leaves, rolling papers, filters, packaging)<\/li>\n\n\n\n
  • transport costs<\/strong> to warehouses or distributors<\/li>\n\n\n\n
  • marketing and advertising costs (within legal limits)<\/strong><\/li>\n\n\n\n
  • industrial margin, i.e. the manufacturer’s gross profit<\/li>\n<\/ul>\n\n

    Estimates indicate that this industrial share (in our example of the \u20ac7 pack) represents around \u20ac0.80<\/strong>, or around 11-12%<\/strong> of the final price. <\/p>\n\n

    However, this overall margin includes the costs of production, logistics, discounts and negotiations with distributors (wholesale), and corporate structure (research, R&D, legal campaigns). Manufacturers don’t just “profit” from this margin: they also incur substantial fixed costs. <\/p>\n\n

    The tobacconist’s share: the small link in the chain<\/h3>\n\n

    The tobacconist<\/strong>, or tobacconist<\/strong>‘s, is the person who sells the packet to the final consumer. His remuneration is in the form of a negotiated discount<\/strong> or commission<\/strong>, governed by regulations. <\/p>\n\n

    In our example, on the \u20ac7 package, he receives around \u20ac0.60<\/strong>, or 8.5%<\/strong> of the total price. Some articles mention that this percentage varies around 8%<\/strong>, depending on net margins after discounts, local taxes, operating costs, etc. <\/p>\n\n

    What you need to understand: the tobacconist does not set the price of the packet<\/strong>. He receives a fixed commission<\/g> – he only “earns more” if the price rises (within certain limits) or if the discount is adjusted. And with the decline in the number of smokers, competition from the parallel market and counterfeiting, this profession is increasingly vulnerable. <\/p>\n\n

    State share: the “big winner” in taxation<\/h3>\n\n

    The State, via customs<\/strong>, VAT<\/strong> and domestic consumption tax<\/strong> (excise duty), is the major beneficiary in the sale of a packet. In the example of the \u20ac7 packet, the State collects around \u20ac5.60<\/strong>, or 80% of the final price<\/strong>. These tax revenues are used to finance social security, health insurance, public health initiatives<\/strong> and so on. <\/p>\n\n

    In a more recent context and according to other sources, for a \u20ac11.50 packet, the State would receive \u20ac9.50<\/strong> in taxes, combining VAT, excise and other indirect duties. <\/p>\n\n
