✅ Why prices vary (a little) and why they remain legible (a lot)
In Spain, the final price of a packet = specific excise duty + proportional excise duty + VAT + regulated margin. Manufacturers propose a price, which is validated and published in the BOE; as long as no new resolution modifies it, the last PVP remains in force. This is why, in August 2025, we observe :
- stable “flagship” packs (e.g. Marlboro €6.00, Camel €5.85),
- and targeted adjustments on certain references (e.g. limited series, sizes 21/22/23/28/35) at the May/July/August resolutions.
Good to know: there are European discussions on raising minimum excise duties, which could push the average price towards €6.5-7.0 in the medium term, but nothing has yet been decided (procedure and unanimity required). For August 2025, rely on the above prices.
